Workshop A: Community Results Toolkit and Community Indicators: An Interactive Workshop

“Harnessing the Power of Community Collaborations: Use Seven Tools to Get Results” by Lyle Wray and Paul Epstein was the March 2012 cover story of ICMA’s "Public Management" magazine. The article presented a Community Results Toolkit to address the many issues communities face that require collaborative action because no single organization can adequately address the issue on its own. During this workshop, Wray and Epstein will facilitate an interactive experience for participants to use their own knowledge to begin applying the tools for a selected issue, including application to select and use indicators. Drawing on the local knowledge and any subject expertise participants, the presenters will demonstrate how a number of the seven tools can be used in combination to help a community achieve desired results, including improving outcomes as measured by community indicators for the selected issue, identifying “drivers” of desired community indicators, how the drivers can be measured, and what typical community organizations may be asked to sign a compact to advance the drivers.

The Undercount of Young Children in the U.S. Census: National, State and County-Level Perspectives
This presentation will document the net undercount of young children in the 2010 Census including differences by race and Hispanic Origin. Building a story together: Enhancing local measures through a Community Foundation and Canadian Index of Wellbeing partnership
We examine a community-university research partnership created to measure wellbeing at the community level. The importance of understanding organizational cultures and priorities to develop suitable measures and reporting techniques is highlighted.

Full abstract:
The Canadian Index of Wellbeing (CIW), based at the University of Waterloo, measures wellbeing by using a conceptual framework consisting of eight domains associated with Canadians’ quality of life: community vitality, democratic engagement, education, environment, healthy populations, leisure and culture, living standards, and time use. Originally developed as an objective measure of wellbeing at the national level, communities who wish to assess and monitor quality of life at the local level have expressed considerable interest in the framework. This led to the creation of a Community Wellbeing Survey that captures the sensibilities and essence of each domain, and allows local residents to provide feedback on aspects of their community that either contribute to or detract from quality of life. The information can then be used to address areas of concern to community leaders, inform policy development, and better understand residents’ most pressing needs relative to wellbeing in the community. In 2013, Community Foundations of Canada (CFC) entered into a partnership with the CIW to facilitate the participation of member organizations in the Community Wellbeing Survey. CFC is a national network of 191 Community Foundations (CF) dedicated to supporting and promoting communities as strong, resilient, and sustainable places to live. Each year, selected CFs produce a "Vital Signs" report that provides data on important social and economic trends as well as insights on areas linked to residents’ quality of life. It also assigns grades to assess how the community is doing in each of these areas. An ongoing challenge is to obtain timely, relevant, reliable, and community-specific data so that local policy and decision makers are fully apprised of both ongoing issues and success stories. To address this challenge, representatives of CFs from across Canada participated in a webinar hosted by the CIW. The focus was to add greater depth to "Vital Signs" reports by using the Community Wellbeing Survey. The survey process was outlined, including content, responsibilities, timelines, and an initial exploration of costs. About 90% of the survey content is kept consistent among communities to facilitate comparisons and further research. The remaining 10% of content is customizable by the community partner to address local needs and concerns beyond those identified by the CIW. In addition, the CIW encourages CFs to partner with local organizations that share similar interests in wellbeing and can contribute to survey promotion, support, and administration. The Community Foundation for Kingston and Area (located about 3 hours east of Toronto) was the first to participate, and recruited an equally interested partner, the local health unit. This presentation will draw upon insights gained by CIW through the survey administration and subsequent data sharing process with the Kingston and Area CF and its partner. More specifically, the focus will be on the reciprocal relationship of the community-academic research partnership between the Kingston CF and the CIW. The importance of understanding the two cultures of research and community organizations and the needs of each will be examined. Effective areas of connection, such as mutual learning, extending data collection to vulnerable populations, enhancing the "Vital Signs" report, and creating a shared database for ongoing community and academic use will be discussed, as well as challenges arising from resource constraints affecting knowledge mobilization. In addition, we will discuss the importance of adaptability. As an ongoing part of the strategy, targeted explorations of democratic engagement in the Kingston community will be used as an example of how academic research groups can connect with local agencies to create a more nuanced picture of the relationship between this domain and others affecting wellbeing.

Keynote Speaker: Richard Reeves: Seeing the Dream: Social Mobility, Social Indicators and Data
In his recent essay Saving Horatio Alger: Equality, Opportunity, and the American Dream, Richard Reeves demonstrated his savvy use of graphics and visual content to present an in-depth examination on social mobility and equality in America, and what can be done to save the American Dream.  Using low-tech tools for high visual impact, he demonstated social immobility in a video that has received close to 200,000 viewings: Is America Dreaming?: Understanding Social Mobility.  He has used a variety of media to share his research on economic and social mobility and class issues.

A former European Business Speaker of the Year, Richard Reeve is co-presenter and co-author of The 80 Minute MBA (2009).   He has written and presented a number of programs for the BBC, including, for Radio 4, Anti-Social Housing, which addressed the failures of the UK social housing system (2009); Character Factories, on the importance of character formation for public policy (2008); and the series Political Roots, an examination of the historical and intellectual foundations of modern liberalism and social democracy (2009). In 2005, he presented the four-part BBC2 TV series, Making Slough Happy.

Translating Data Into Effective Practice for Black Male Achievement

National attention on the lives and experiences of young black men has been captured by tragic incidents such as the deaths of Michael Brown and Trayvon Martin.  Data shows that as early as preschool, the educational experience of young black males varies dramatically from that of other children. Earlier this year President Obama launched the “My Brother’s Keeper” initiative.  What can community leaders do to understand and improve black male achievement?

This session will provide participants with recommendations on key indicators for communities to measure, track and improve data to ensure black male achievement.

Connecting for Better Quality of Life: Using Data to Build Better Communities
The OECD report How’s life in your region? builds on the initiatives of many regions and cities aimed at measuring people’s well-being to improve policy making. Understanding the challenges and potential of bottom-up metrics of well-being and sharing regions’ experience on the implementation of well-being policy, the project provides a common framework for measuring well-being, a set of internationally comparable indicators easy to use, and practical guidelines on how to use these data to improve the results of policy, engage citizens and improve the coordination among the different stakeholders. The well-being initiative in Morelos (Mexico) will be presented.

This study examined neighborhood risk conditions and school factors that contribute to youth vulnerability to violence exposure and other negative health outcomes. Study findings were used to make recommendations to target interventions and policy change.
